Yes Carl I would say you are correct in your assumption re the passport situation and Cuba. There is a great affinity between Cuba and Torrevieja.

I believe that some Cubans here are holders of Spanish Passports issued in Cuba, granted to decendents of exiled Spaniards who fled to Cuba during the Spanish Civil War. Going back a few years now, but I think the Spanish Government extended the issuing passports down to the grandchildren level of these exiled Spaniards.
For Cubans a visa is required prior to arrival
People from Suriname have to apply for a Visa on arrival.
