Yes Carl I would say you are correct in your assumption re the passport situation and Cuba. There is a great affinity between Cuba and Torrevieja.

I think Cubans are required to obtain a visa to enter Spain because it is a Schengen country, so I assume the same would apply to Columbians.

I believe that some Cubans here are holders of Spanish Passports issued in Cuba, granted to decendents of exiled Spaniards who fled to Cuba during the Spanish Civil War. Going back a few years now, but I think the Spanish Government extended the issuing passports down to the grandchildren level of these exiled Spaniards.
The entire American Continent, North and South, apart from Cuba and Suriname can enter Spain Visa free.
For Cubans a visa is required prior to arrival
People from Suriname have to apply for a Visa on arrival.
