Torrevieja Town Hall now has a Ciberkiosk in the foyer to dispense your Padrón Cert. It is on trial at the moment. You will need your NIE number and presumably some electronic means to pay for it.
Sounds like a very good idea. They hope to add further items which can be completed electronically.

It's only for individuals at the moment and not 'family', but yes, it does sound like a good idea.
