There is a similar policy concerning plastic bags in U.K. and Spain. Plastic bags pollute but if you pay for them you can pollute as much as you like.

It doesnt seem to mention existing tolls here or anywhere B ?
I would go on the assumption they will stay in place and no new tolls will be added
But if they do bring in a double emmisions tax i would expect the existing tolls be removed, but i wouldn't hold my breath

It would be nice to think so, but if I remember correctly we will have to wait until the franchise/concessionary has expired for the ones that are left.
