You need to make an appointment on line and they only release so many each day. To make sure of getting one, you will need to be on your computer very early in the morning....but beware.....the last time I looked the appointments available were for at least four weeks in advance. See previous conversations on this site about how to do this.
You can now apply for a padron electronically and I think your solicitor can do this for you if he/she is registered with a digital signature/certificate etc. Might be quicker but will no doubt will incur a charge!

We got out electronic/ digital certificates last week and I think I have now worked out how to use them but not an easy or pleasant experience!!

I was on my laptop this morning from 5.30 looking at 5 mins intervals
an appoitment came on screen at 7.20 but after i filled in details and pressed continue it stated that this appointment now not available.
ABSOLUTELY RIDICULOUS
As for electronic signiture its mind blowing
Ithink i will have to pay someone to sort this out for me

There is a big problem with the Padron Office and appointments. A lady working there on a temporary basis was arrested for charging €30 for issuing Padron certs. Seemingly people still go and Q outside the office not realising they need to book an appointment on line. The lady in question would then approach people outside and give them an appointment that had been made by others and issue the cert for a fee. It isn't the cause of the appointment chaos that is partly due to lack of staff and computer incompatibility in the Ayuntamiento offices.

To get on-line access i.e a "clave" or pin. When you access the www.torrevieja.es Cita Previa click Registro General and at the end of the page a list of the offices you can make an appointment appears. Select PROP and make an appointment with them to get your electronic access.
You can also make an appointment for a Certificado Digital. I am not sure what the difference is but I know the clave gives access to all government and local government sites.

At last a bit of joined up electronic thinking from the Town Hall which should make getting an appointment for a Padron Cert a bit quicker. The current wait time is 2 months.

Families and single adults have to apply to the INSS for the family income supplement or IMV. Applications for which opened on 15th June last. As part of that process you have to submit a Padron Cert for each member of the household. As you can imagine this has resulted in large volumes of people requesting the certs at the one time. It has now been agreed by the INSS Office and the Census Office that the INSS office will request confirmation directly from the Census Office thus cutting out the need for each individual having to do it themselves.

I have not heard any complaints about waiting times for an appointment at the National Police office in Alicante for residencia, so I assume rightly, or wrongly, that it is business as usual there.

Is really necessary to register on padron in order to register for residencia? I am given to understand it is not because Ayuntamientos will not register one unless they are resident. I wish someone who has the definitive answer to this confusing question clarifies the situation. Please.

Yes it is necessary.
Your understanding about Ayuntamientos is incorrect.

My neighbours are going through the process now.
First thing to do before anything else was to be on the padron.
That was from the solicitor five weeks ago.

Lots if other things required but that was the first thing.

I would add it is far better on these matters to speak to a solicitor to ascertain requirements as some on gorums have asked Joe down the pub and their advice is worth didley squat.
I started the process 4 months ago and my comments were true then and now but I would still advise you to contact a solictor.
