In the article the Mayor of Orihuela idea is for lower charges for local residents. Bit of a halfway position, and am not sure how practical this would be to administer or how do you determine who are local residents/what area is classed as local for this stretch of the AP7. What about people travelling from outside of the area to Torrevieja or Orihuela Costa to work, should they not benefit as well ?
Increase in traffic problems this time of year is due to tourists/second home owners who are not residents, so what incentive is there for them to use the AP7 instead of N332 ?
Scrapping the tolls seems the easiest and cleanest solution, however municpalities that the AP7 goes through will lose income from the AP7 franchise holder Ausur, which perhaps is why the Mayor of Orihuela is simpy looking to lower the charge.
I also wonder whether if the tolls are scrapped before the N332 is widened in Torrevieja, will those that hold the budgets decided that the widening is no longer required as traffic problems will be alleviated through the free use of the AP7.
