Brexit put the kybosh on that as well.

If the EU organise this as well as they have the vaccination programme then it'll be more like Summer 22.

The article actually states:

"Government sources have said that conversations are ongoing with agencies such as the Organisation for Economic Cooperation and Development (OECD) as well as countries such as the United Kingdom, which is a key market for the travel industry in Spain".

Seems like discussion with Uk are still ongoing. It may make a difference to us UK citizens as Spain would probably want the uk to use the same type of digital certificate for a common approach for coming to Spain.

I would have thought from a technical perspective that a digital certificate in some form that can be used for this purpose already exists in and just needs to be modified for this particular application, although the delay in getting all members of the EU to agree may be another issue.
