Reading that article it begs the questions, which car parks are currently legal and which ones are not ?
Whilst I can understand due to the size of the problem why it could take a year for the Council to put the necessary protocols in place to regulate the car parks, in the meantime some cars will be parked unknowingly by their owners in illegal car parks that probably voids the owner's insurance during that time, and doubtful that the car park operators insurance (if they have any) will be valid if they do not have a valid licence to operate from the Council.
Wonder how many of the car parking companies trading off the back of being established and operating for 10, 20 years at Alicante Airport are legal ?

I don't think they were ever required to have permission from the Council. I read the same article last year that they were all going to be required to apply for Council permission so I don't see it being sorted any time soon. Some of them were moved to different locations when the land beside the N332 where the Filling Station was, was acquired for the new road layout.
