Michael O'Leary is quoted elsewhere as saying:
"These illegal Spanish fines, which are based on an ancient 1960’s law which predated Spain joining the EU, would destroy the ability of low cost airlines to pass on cost savings to consumers via lower fares."

Only a few quid!
The reason I try and fly BA, you can drag a 23 kilo bag on board if you are so inclined, included in the ticket price.

Really strange situation when you consider that the Spanish autonomous regions provide financial incentives for airlines to use airports in their regions, whilst at the same time the Spanish central government wants to fine them. The classic give with one hand take with another.
I would have thought that if this budget airline pricing was such a big issue it would be an EU wide issue, and dealt with by the EU not singly by Spain.
