The article says it is quite legal and there is a list of the prices and services for appointments which you can go online and do yourself or buy one at a Locutoria. If you need an urgent appointment for Social Security, Padrón,NIE, Trafico etc then drop in to a Locutoria and they will sort you out.

This is the gist of it:
Call centers take over and sell appointments for Social Security and other administrations in Torrevieja
Businesses offer the service for any administration headquarters such as the Treasury, Labora, the National Police or the municipal census, while it is not possible to obtain them electronically or they are only obtained with delays of weeks.
However, in various call centers in Torrevieja, some strategically located near the headquarters of these dependencies, appointments are offered for all kinds of procedures and in some cases for the next day.
Prices range from €3, €5 and €17 for Trafico or NIE.

They are commercial businesses. Initially they were call centres now they are call centres/banks/ copying facilities you name it. People used to use them for phoning home before the advent of mobile phones. I would say that is a very small portion of their business now. You can send money anywhere with them. They will deliver money to the most far flung village in India in a day. They can be a lifeline for families with breadwinner working overseas. They do photocopying and printing. They would be very handy for getting appointments for those who have no access to online facilities or are having difficulty getting an appointment online or those not computer savvy.
