As mentioned in the article the Orihuela districts of Orihuela Costa and Torremendo are excluded from these restrictions. This is being reported elsewhere as being due to both of these districts being under the control of the Torrevieja Health Service as opposed to Orihuela Health Service, with the Torrevieja Health Service currently reporting low infection rates.
