Promoting rival resort Benidorm on the side of buses that Torrevieja Council pays €4million a year for.

From the article the bus company, Avanza, have done nothing wrong.

Seems a strange thing to do. ?

I would hardly call Torrevieja a RESORT
The council should have specified what they could advertise on the buses
