Just to make sure I have got this correct. As an example you would answer two questions, another member would then answer two questions and then you could answer another two questions ? So the answering of the questions could alternate between just two members or multiple members, but no one member should have consecutive posts with answers ?

To be honest I've not thought of that and not sure how they run it. Will have another look and get back to you.

Another alternative possibly - restricting a member as to the number of questions they can answer in a period of time ? May be only allowed to answer 2 questions every 24hrs ?
