According to the Spanish press, the second desalination plant in Torrevieja was included within the 2023 - 2027 water basin plan albeit the exact location of the plant was still to be determined. Due to lack of available land in Torrevieja, building the second plant next to the existing plant on the lemon grove between the plant and the hospital was seen as the most logical, but this then may affect any future plans to extend the hospital.

Seems illogical to build a second plant if the current one is capable of providing the same volume of water.

I presume that the expansion of the existing plant's capacity from 80 hm³ to 120 hm³ takes it to its limit, and therefore the requirement for an additional 100 hm³ per year can only be met with building a second plant.

What did not get mentioned was the electricity cost associated with running the new plant. Not sure that this issue has yet been resolved for the existing plant, with the plans for solar parks etc.

As I recall it cost €6 million in electricity costs last year to run it.
