My 20 year old student son did, took his girlfriend for her 21st birthday, 33rd floor for a meal, then 52 floor to a cocktail bar, then another cocktail in China town, then Phantom of the Opera at £120 a seat! I don't spend that on myself!

I did not realise that they allowed cruise liners so far up the Thames re: the liner berthed next to HMS Belfast. Thought they use to berth at Tilbury and people were then bused into the capital, or Dover I think was another port used.

Could it be one of the cruise ships ' Parked up ' because of the Pandemic and so few sailings ??? Not in a port so 'free Parking '
Just an observation
