Campaigning to improve a specific poor road

I drove along the road alongside the back of Villamartin Golf where the La Fortuna urbs are and the road was shocking, gaping holes running twenty or thirty feet diagonally across the road. A repair to a drain had all collapsed in where the back fill had occurred.

And this is just one specific local road road. Now, in the UK, there is a way to get this sort of thing fixed. Once you’ve reported it then the council becomes liable for damage caused by it. I can also hassle the local councillor to hassle on my behalf. I can also hassle the local department direct. Eventually someone fixes the road to get you to quieten down.

I don’t have this knowledge for the OC and Torrevieja. What’s the best way to campaign to have a specific road repaired. So, not campaigning for general road repair, but targeted specific road repair?

Well done. I was going to suggest the civil disobedience route but if its a small local road then the Town Hall probably wouldn't even notice. In Torrevieja the second-homers are very active in making their feelings known to the Town Hall by blocking main roads.

I think the answer turned out to be some kind of contract was dubiously awarded and it spent several years in the court before finally being declared legal. In the interim, no roads were repaired.
