Remember a non-EU neighbour had to apply for this when they bought about 10 years ago. Proximity of the Academia General del Aire at Santiago de la Riberia to the Orihuela Costa was cited as the reason a permit was required. Back then it took them over 12 months to get the permit, so if the article is correct that it now takes between four and six months things have improved.
