Looks like PayPal have realised that there are a substantial number of inactive accounts containing balances and they would like some of that money.

I've interpreted the article differently than that Fred. I read it that the charge will come in on the 16 December 2020, and your account must have been 'active' in the previous 12 months, hence why they are encouraging people to login to their accounts on/or before 15 December 2020.

Yes Car you are correct I use Paypal almost every week so will not effect me
